Higher Education in India

Indian higher education system is systematically organized and well defined. Broadly speaking, it is a three -tier system. The University Grants Commission (UGC) is the apex autonomous body of the Government of India, providing recognition to Indian Universities. The UGC sets benchmarks and supervises over-all standards, students intake, administrative functioning etc. of Indian Universities and also provides funds to them. Funding has become performance-based and UGC has devised a 'star system' for Universities. Presently, there are more than 300 UGC recognized Universities in India. These are categorised into Central/State/Deemed Universities and Institutions of National Importance, with relevant yardsticks of their area of work, scope, functioning and specialization.

At the lowest rung of the Indian University system are recognized colleges, affiliated to recognized universities. This affiliation is important as affiliating universities, and NOT colleges are certificate - issuing bodies. Students must check such affiliation of desired colleges/courses with some recognized university in order to ensure that they would finally get degree from a recognized Indian University.

Besides the University system, there are specialized institutions, providing academic/vocational education in various fields and are recognized / run by Central and/or State Governments and/or their agencies.

To maintain quality, especially in professional areas and in the spheres of science and technology, there are Government-recognized Councils. All India Council for Technical Education (AICTE) and Medical Council of India (MCI) are most prominent among these bodies, supervising standards and giving recognition to institutions and courses in the area of Engineering and Medicine respectively. There are regulatory Councils in other areas also, e.g. Pharmacy, Architecture, Bar Council, Teacher Education etc.

Students pursuing higher education in India are advised to ensure that the desired institution and course is recognized by aforementioned agencies in India. This is all the more important for foreign students as some certification/endorsement may be asked by their employers in their own country during the course of their careers, about recognition and equivalence of the courses pursued in India. Indian authorities, including Indian diplomatic Missions, will be able to provide such endorsement/certification only in the cases of institutions /courses recognized by aforementioned competent bodies.

Students are also advised to visit web sites of recognizing/regulatory Indian institutions. These web sites are exhaustive and provide plenty of information. Students must ensure the recognition status, equivalence, course contents etc. of desired course/institution from aforementioned sources. 

At Secondary level, India has, at present 42 Secondary Education Boards of various states and of Central Government. Central Board of Secondary Education (CBSE) is most prominent among them. All Indian Secondary Education Boards, whether of any state Government or of Central Government have equal recognition and equivalence status. Secondary level qualifications or equivalent are basic eligibility qualifications for joining higher Education in India.
